i, It is a phone service simular to google voice in some ways. It also resembles services like skype in that with the free version you can only make calls to other line2 member for free. Also with the free service, you get a number that anyone can call, though I believe it only serves for voicemail. You can have callsforwarded to your mobile or a number of your choice if you are paying.
