That would explain it, iMessages can only be sent or received if your device has an active internet connection. You can tell your sister that she could go into Settings and under Messages turn on to send as an SMS if iMessage is unavailable. In that case if an iMessage fails it will be sent as an SMS and you receive it as a regular SMS. I am not sure, however, if this would have worked if the problem was on the receiving end. If your sisters message went out as an iMessage and you couldn’t receive it because you didn’t have a data connection then that setting would probably have not been the solution.
