I just purchased a 19 inch Insignia TV a month ago, and it works great.  There 
are some setup options that may cause some problems, but I hit some buttons on 
my remote and got rid of them.  The TV I got has two HDMI ports on it, which is 
good, because I can use my Apple TV and Cable on it.  The other nice thing 
about the model of TV that I got is it has an easy to use source selection 
option on the remote.  You hit a button to bring up the menu, use the menu 
navigation keys to select what source you want, then press the select button.  
In my case I only use the HDMI inputs, so I just press the UP or down buttons 
to choose what I want.  I also have a four year old Vizeo TV that also has two 
HDMI inputs on it, and it’s even easier to use than the Insignia.  There’s an 
HDMI button that switches between the two sources, so all I do is press that 
button, and the HDMI input is switched between one and the other.  My Vizeo TV 
is a 37 inch model, and I could get away with a smaller model due to my very 
limited vision which has gotten worse over the past couple of years.  Other 
televisions have different ways to switch between inputs, so you’ll want to 
check those out, assuming that you want to use something besides the Apple TV.

 

As for a TV with talking menus, I don’t know of one, but the Apple TV is very 
useable with VoiceOver.

 

One final thing to remember.  You’ll have to have internet to use the Apple TV. 
 If you don’t care about cable/satellite service, then using the Apple TV will 
be even easier.
