Can you do this though if someone sends you a text message and you can't
answer. I mean can you send the messages when you get a text and can't
answer as well or just when you receive a phone call.

Hello Jen,
To place a call on hold to allow you to answer another one, remove the
phone from your ear and find the button near the bottom right of the
screen that says hold and accept.
As to the message when someone calls, yes this is possible on the
iPhone by double tapping on the message button when you receive a
call. This button will allow you to send prefilled messages such as
the one you described or to create your own.
