Hi Keith, You may already be locked out and I believe it would be from all devices. If I were you I'd simple go to http://AppleID.apple.com, click on the "Manage my Apple Id button and try to sign in. If that works you might want to go to the Password and Security tab and change your password to a new one, then sign in to iCloud and your Apple Id on both your iPhone and iPad with the new password.
