Is this with the onscreen keyboard or a bluetooth keyboard? I guess either way you should check Voiceover Settings and Typing Feedback, that is the only place I can think of. Here you can set if you want typing feedback to be None, Character, Word or both Character and Word. You can set this individually for the virtual and external keyboards. Maybe his is set to None in which case, however, Voiceover should still speak each letter as you touch it, it just won’t speak it a second time when you release it.
