Neal, I assume you're simply getting new hardware with the same operating system as your moved from computer? If so, I think you should be able to install iTunes on the new computer and would probably want to use the same folders on it to house your iTunes library. I would then copy my media such as music and mobile Apps from the old computer to either a large flash drive or external USB drive and hook that up to the new computer and paste them into the new computer in the same folders. When you go into iTunes, you'll give it your Apple ID and you should be good to go if I've understood your post.
