Hello David. I think you have to set the accesssibility shortcut to voiceover before you can turn it on and off with the home button. As long as you are connected to the Internet or have cellular data, you can hold in the home button until you hear a beep and then tell Siri to turn voiceover on or off. If I recall correctly, triple-clicking the home button while setting up your iPHONE for the first time might provide an opportunity to activate voiceover. When I got mine, I just told Siri to turn on Voiceover right there in the store.
