I sort of agree that this article/announcement can very easily give the wrong 
impression. Even at the end it says:

While BlindSquare normally retails for US$30, for July and August, 2015, CNIB 
and BlindSquare are pleased to offer it for free to any and all interested
users. 

This does not mention that it is restricted to the Toronto area and users who 
attend the event, it states that "Blindsquare" normally costs $29.99 and is 
free to all interested users in July and August. That obviously is not so and 
even the price is incorrect because while it may cost $29.99 US, when I just 
went to the Canadian app store it is listed for $34.99 due to the exchange 
rate. The CNIB really should have done better on that.

Its absolutely not false advertising.  If you read properly, its an event 
promotion and its clearly indicated that its for a specific area for a specific 
amount of time.

Because it's not actually free, a demo app is free.
False advertising.
