I found the same at my end regarding playlist on iTunes mac not synchronizes to iPod. However, if i put the same songs on iPod it synchronizes to the iTunes Apple Music playlists on mac. So, if i make the playlist first from an IOS device it seems to work well.

It seems to be a problem with itunes on the mac as most of the playlists are full on the Mac but refuse to sync to iPhone. Good news is that the supposedly "ineligible" tracks I marked as Podcasts instead of as Music have now synced over from the Mac iTunes playlist to the Podcasts app on the iPhone. So I'm now wondering whether to see if I can re-categorise the tracks in the Audiobooks playlist as Podcasts too!
