Hi,

Are you talking about the full braille cell that appears at the beginning and 
ending of a line when you're typing on an iPHone with a braille display? If so, 
they indicate that you're typing into a buffer, rather than your document. When 
you press Space, Return, or dots 4-5-chord, the phone will translate what's in 
the buffer and put it into the text. It will also do this automatically after a 
couple of seconds if you have automatic braille translation on.

Those characters also appear when there's a message on screen to show it's 
VoiceOVer text, not what's in your document.
