What you say is correct, but you do, after all, have full control over it. 
First of all you can turn off the feature completely or, if you do turn it on, 
you can select to have updates and apps shared only with PC's on your own local 
network or with PC's on your local network and the internet. Furthermore, you 
can also prevent this feature from doing anything even if you leave it on by 
following the following steps as described on the Windows FAQ page regarding 
delivery optimization:

Will Delivery Optimization download over metered connections?

As with Windows 8.1, Windows 10 won't automatically download updates or apps if 
it detects that your PC is using a metered connection.
Similarly, Delivery Optimization won’t automatically download or send parts of 
updates or apps to other PCs on the Internet if it detects that you're using a 
metered connection. 
If you use a WiFi connection that is metered or capped, make sure you identify 
it as a metered connection. Here’s how:
1. Go to Start Start button icon, then Settings > Network & Internet > Wi‑Fi > 
Advanced options.
2. Use the toggle under Set as metered connection to set your WiFi connection 
as metered.ell,

How to Disable Windows 10 Update Delivery Optimization (WUDO) 

By default, Windows 10 is using your bandwidth by way of a new 'feature'
called Windows Update Delivery Optimization (WUDO). In a nutshell, Windows
10 is uploading files in the background to other Windows 10 users. This brief 
guide will explain how to disable the Windows Update Delivery Optimization 
service.

Click the Windows 10 "Start Button" and select Settings

Select Update & security from the Settings menu. 
 
3.
Click Advanced options

Click Choose how updates are delivered

Finally, toggle Updates from more than one place to Off
