I doubt your data issues are because of Alex because 1., you can only download him through Wifi and 2, you don't need data to use him because he's stored on your phone. If anything, Alex will take up space on your phone. It would be strange if you did have to go through Apple's servers every time you used him but again I don't think that's likely.
