BlindSquare does this just fine. I believe Apple Maps may also do this.
Seeing Eye GPS will also do this. If the vehicle is going too fast, the apps won’t keep up. But, for driving around in a city, BlindSquare does great. You can set it to only announce streets or you can have it also announce some points of interest or only ones you have marked as favorites.
