Actually, in the past years you were able to preorder a newly announced iPhone on the Friday after the keynote, iOS would then be released the week after and the new phones would start shipping shortly after that. If the keynote this year is on Wednesday, September 9, that would mean you can most likely preorder your phone after Midnight on Friday, September 11 and iOS 9 would be released to the public on Wednesday, September 16.
