Think this is to do with punctuation level, if you set it to low so that it ignores apostrophies, then it don't see them in words. This mispronunciation of words with the apostrophe has been going on at least a couple of years. I'm not recalling when VoiceOver pronounced words like don't didn't and haven't correctly.
