There is always a chance that the battery is completely dead and you also are dealing with a defective cable or USB port. I would definitely try the wall adapter that came with your iPhone, it provides a lot more power than a USB port. Keep in mind that a phone that has been shut down because the battery is completely drained can take up to 5 minutes and sometimes even longer to come on. I would plug it in, give it 10 minutes and if nothing happens I would try a different cable. This is one of these cases where you have to illuminate all variables where something can be wrong and the charger and especially the cable would have to be replaced to make sure they are not at fault.
