One uses your phone to simulate a Jetpack, one *is* a Jetpack. Functionally, they both do the same thing, the only difference is one is on your phone and the other is a separate, dedicated device. If you use your phone, yes, it takes data; if you use a Jetpack, it does not. However, most cell plans nowadays give you a set amount of data to be shared between all your lines, of which your Jetpack is one. Thus, you can think of all data used by any device on your plan as counting toward your limit. Of course, this varies from provider to provider and plan to plan, so check with your particular provider to see how things work in your situation.
