Sounds like you have a very slow connection. Are you on WiFi or using cellular data (3G/ or LTE) when this happens? Only time I experienced this is when I was on vacation in a country where I had a very slow cellular data connection. You might want to try to do a Reset All Network Settings in Settings, General, Reset (at the very bottom). Just make sure you have your WiFi password since when you do this and after the phone reboots, you will have to reconnect to your WiFi.
