i also was able to get it working. how ever i had to borrow a working set of
eyes. but in the end it did get it working. from Mich.

I updated to 8.4 Tuesday night and my phone was stuck on that first screen.
I even turned off VO and had my electronically challenged husband look at
it. No luck. Then I plugged it into my computer and opened iTunes. It said
I had to approve something or other on the phone itself. So I turned off
VO and called my husband again. It said to slide to continue. I have never
used IPhone without VO so did not realize it meant to slide from right to
left. Thank goodness that worked and I was able to go through the set up
procedure.
I did try double tapping all over the screen before panicking but it did
no good. I figured that when it said slide to continue that a double tap
was the same thing. Not so.

Double tap on the part of the screen that speaks in a different
language. The setup should continu in English.
