Now that iOS 9 is the new public release you should be able to do this. You will have to connect your phone to iTunes, put it in recovery mode and then do a restore. You put it in recovery mode by holding down the power and home buttons together for 15 secondes, then let go of the home button and continue to hold the power button for another 8 or 10 seconeds or so. If this doesn't work, turn yoru phone off, connect your cable either to the phone or the computer and then plug in the other end and hold the power button while you do so and continue holding it until the phone comes up in iTunes in recovery mode. If you need still more help with this, just Google "How to put an iPhone in recovery mode" and you will find lots of articles describing how to do it. You will have to use iTunes for this, I don't think it can be done without.
