Hello Merv, I did not find an issue with using the picker in the reminders app. I was able to flick up and down the days and times. I was also able to flick up or down between AM or PM. This is on an iPhone5 using the Samantha Enhanced voice. Perhaps it could be the voice that you are using. I would try a different voice and see if that might help.
