Apple is calling this "Low Power Mode" and hence I assume Apple has meant for 
this to be used once you get your 20% low battery warning and you want to get 
the most out of your remaining battery life.
When the low battery warning appears, the option to turn on low power mode is 
on the screen.
You can, however, manually enable it very quickly and easily by telling SIRI 
"Turn on Power Saving Mode".
This will display the "Low Power Mode" explanation screen and you can at that 
point tap cancel to not turn it on or tap continue and low power mode will be 
turned on.
OK, so I now just tried this again and this time it just turned it on without 
showing me that screen, but either way, you can turn it on and off with SIRI. I 
do agree, though, that this would be not a bad additional option to have in 
control centre.

Where is a good place to suggest things to Apple?

I want to know, why in the world did they not put this power saving option in 
control center?  That would make it easily accessible to toggle on/off.

Would this be an appropriate thing to do via feedback assistant for public beta?
