Neither restarting the computer nor resetting my phone by holding down the power and home button for 15 seconds fixed anything. I thought maybe things would be better if I just searched for the app that I wanted to be sure was in the library, but all that's displaying in the results are sizes of apps, and whether I can remove or install them. I will definitely be riding to Apple Accessibility about this.
