I had this problem on my iPhone 4S. Click the restore button instead of the update button and your phone will be restored to factory settings with IOS 9 installed. You can then restore your last backup and sync your content and you'll be good to go.

IIt did it with my old 5S and the new phone I got the same day.
I finally picked up one  more phone and will be seeing a genius at the
apple store.
I just wondered if anyone else had a similar experience.
It sounded like max may have had the same thing happen.
