I think that depends on who you have as your cable provider. For example, I know that Direct TV has those capabilities in its iPhone app, however, I personally have Comcast, and while the xfinity app does allow you to schedule recordings, and even delete them, you cannot play them back on the phone, or, use the phone to start them playing on the TV. I've looked at forums for this one and apparently this is something that folks would like to see, but not something that they've decided to implement any time soon. I am not aware of any app not tied to a cable TV/satellite provider that does the things you are wanting.
