Hi, When I go to Settings > general > accessibility > VoiceOver > speech, then select the default dialect, which, in my case is US English, I see Samantha Default, and Samantha Enhanced. I'm not seeing any reference to a compact voice. I noticed this the other day, and it was the same way on my coworker's iPhone running IOS 9. . So it seems to say that Compact Voice, as we knew it before, is gone.
