Why not just install the Netflix app on the iPad? Even if the iPad doesn’t have a SIM card you can still go through your iPhone as a hotspot although I assume you have an internet connection at home with WiFi? When you say you are trying to get away from cable, does this mean from TV content delivered via cable or a cable internet connection? If you are watching Netflix (or others in your family) or stream music I would not recommend going with cellular data only unless you have an unlimited plan and most of those start throttling after a few Gigs of data. I definitely don’t see myself not having a home internet connection with WiFi since I also have devices like my WiFi thermostat, Sonos and so on.
