The Voiceover developer is Apple itself, Voiceover is not an app or third-party add-on, but an integral part of the iOS operating system. There is no chance that Apple would allow a third-party app to be accessed in that way and the only way we will ever see the Fleksy keyboard as an option in iOS is if Apple decides to buy Fleksy or develop a similar process. You can compare this to dictation, before SIRI one had to use an app like Dragon Dictate and use it the same way as Fleksy, i.e. you open the app, do your dictation and then you would be presented with options to send the text to email, messages or copy it to the clipboard. As soon as Apple bought SIRI which was an independent company doing research in artificial intelligence and voice recognition these features were integrated into iOS. I wouldn't hold my breath about Fleksy becoming part of iOS any time soon.I would not hold my breath.
