I have a friend that is with TMobile and we can't find out how to turn this 
off.  Any advice?

Once you have gone to Settings > Cellular, you can get to this quickly by doing 
a four finger tap near the bottom of the screen.  You can then just swipe back 
a couple of times to find this option.

Settings, cellular swipe to bottom of list and then look for the item, it is 
next to the last item on my phone.
