Keyboard echo is separate for the onscreen keyboard and any external keyboards you may use. Just go to Voiceover settings and select Typing Echo, the top section is for the onscreen keyboard and then you get to the external keyboard section. If set to "Nothing", you won't hear keys echoed, you can also set to characters, words or characters and words.
