No, I'm not able to do this either, I didn't even know it was an option. Perhaps I'll call Apple Accessibility later and see if they know whether it's supported. It will probably be quicker to use the App Switcher though. I've certainly found this to be the case when running split screen mode on the iPad. You can do split screen with VO if it's supported on your iPad, but any time you could save by flipping back and forth on the apps is lost in pinning one app or the other.
