Skype does not have to be in the app switcher for messages, but if you expect 
calls then it will have to be open in the background.
I haven't received incominging calls lately, but it used to be a bit tricky to 
answer incoming calls since you can accept a call on the lock screen, but then 
you had to unlock the phone in order for it to really work.
When you have Skype on a mobile device it will show your status as always 
online, if it shows you as away then you probably set it to show you as away 
after a certain amount of time in your settings.
I recommend you set something up with a friend to call you, it's even easier if 
the other person is there with you, then you can see how it does and 
experiment. One thing I would recommend is to set Skype notifications to Alerts 
rather than banners because if a call just pops up as a banner at the top of 
the screen it's even harder to get to it.
