I could not find this app. I did find one called Auto ringtone pro talking caller ID ringtones by No Tie but it was to create talking caller ID ringtones. If this is the correct one, can you make ringtones with your music library or only talking ringtones. I’d love to find a ringtone app again. I used to have one that I loved to turn my music into ringtones. It was very accessible at one time, but it no longer is. So far, every ringtone app I have tried uses a very visual wave form thingy that is not recognized by voiceOver.
