Hi Andrew,

I don't think you can do anything with the phone if it doesn't have a sim card 
in it. Do all your resetting, removing from iCloud, etc. and remove the sim 
card once you've made sure the phone is erased. Your relative will need a sim 
card to be able to use the phone.
