In my case, I tried this out with my Amazon Basics Bluetooth Wirelless Keyboard. The keys are still doubling or tripling the charactors. However, turning off Voice Over fixes the problem until the next you use the Amazon keyboard. I think of it as just an enoying issue that can be worked around quite easily.
