I don’t know how many others experience this, I certainly am not and have not throughout iOS 9.0 or 9.1 Beta and now 9.1 public release. I believe you have an iPad, correct? Have you tried to do a Reset Network settings after having closed all apps? I can’t promise it will fix this, but it will definitely not have any negative effects.

Flicking up and down here is how you get to the options you're hearing, and is why the rotor doesn't stay on characters. So long as you don't move from the message, the rotor should stay put.
