I had not noticed this behavior until now with 9.1. The rotor setting does not stick. Here is a scenario. You are reading a Mail message that has links in it. You finish reading the message, set the rotor for links, and flick to find the link you want. Double tap the link, and that may take you either to webpage in Safari, or perhaps to the Facebook page that was linked. Once you arrive on that page, your rotor will be set to something other than links. I have found that if I am in mail and have it set to links, and move from one message to another within the mail app, the setting sticks. At least so far. I haven't tested it that much. But I have found it annoying enough that I think I would have noticed it in the past had it been present. Mary
