Not sure whether I need to confirm this here, since it has happened to me twice today. I am using iOS 9.1. When I play a voicemail message, and then try to use voiceover normally, it acts as if speech is turned off. I can still hear the voiceover sounds but there is no speech.
Sent I realize that similar issues have been present in iOS nine throughout the beta cycle but I thought this kind of issue had been resolved by this point. It is very frustrating that the basic telephone and voicemail functions are still so unreliable at this point. from my iPhone -- The following information is important for all members of the V iPhone list.
