I wonder if turning off Key Repeat - in Settings | Accessibility | General |
Keyboard - will solve the issue. (It's on by default.) (That, as well as
toggling VO, was suggested on another list.) (After this, you might not have
any more problems.) (They actually called it, double characters, but I don't
see that here. I do see Key Repeat, however.)

I just tested it with my iPhone 5s and the Amazon Basics Bluetooth Wireless
Keyboard. The problem where the letters are being doubled or tripled has
not been fixed. However, the same fix of turning Voice Over off and then
back again does still fix the problem for that session.
