hmmm, don’t you just have to turn iCloud on for apple music? The whole thing is a bit confusing to me but all I know is that I turned iCloud on in iTunes on my Mac and my music was available on my iPhone which has iCloud music turned on as well. I also turned it on on my apple TV. I doubt I was any help but that was just my experience.
