I am actually running windows 7 on a relatively new laptop. I found a link to older builds of iTunes in a post on an apple support forum. The poster had the exact same problem I did. He provided the link to 12.1.3.6 which I downloaded and installed and it fixed the problem.
It's a hell of a nasty surprise finding out you can't sync your phone after upgrading though. Would have been nice to get a little headsup beforehand. Thanks for the info.
