Hello John, As of iOS 9.x, this is the normal behavior of Siri feedback. Non-VoiceOver users no longer receive the familiar double-beep feedback, when initializing Siri, unless a headset is attached to the device. When I turn voiceover off by pressing the home button three times and then hold the home button for a few seconds to get siri, I don't hear the beeps that I used to hear, although I feel a vibration. When voiceover is on and I hold down the home button to activate siri, I do hear the beeps. Can someone tell me what I need to do to hear the beeps when voiceover is off?
