Paul, The primary purpose of the iCloud Control Panel is to allow Windows users to access iCloud features, primarily in Microsoft Outlook but now it also includes iCloud drive.
As an example, when I schedule a new calendar appointment on my iPhone, not only does that event appear in the Calendar application on my Mac but that same appointment also shows up in the Calendar in Microsoft Outlook on my Windows PC. The same is true for Reminders, Contacts, and so on. The reverse is also true. This is to say, when working in Outlook, on my Windows PC, thanks to the iCloud Control Panel, any appointments, reminders, Contacts, etc I add, directly into Outlook, will automatically be synchronized to all of my iCloud enabled devices such as my iPhone and Mac.
