No, gift card balances are only available to the Apple Id you use to redeem 
them. If a credit card is on file when you have family sharing enabled, any 
purchases family members make are billed to the primary member's credit card. 
Using gift cards is a great way for family members to have their own balances 
available for purchases. If you each redeem a $25 gift card with your 
respective Apple It's, then these balances will be used first, yours when you 
purchase something with your Apple Id and your wife's when she purchases 
something with her Apple Id. If she uses up her balance and you still have a 
balance, any purchases she makes once again are charged to the card on file and 
your balance remains untouched.
