I've only recently obtained Focus and haven't taken the time to gotten up to speed with it yet, but I can answer your question for Tweetlist. Yes, you can find and follow people who aren't currently in your feed. At the bottom of the application are five tabs. Go to the last one on the right, labelled more, and select it. This will pull up a variety of other options, including draft tweets, a chance to view your retweets etc. Two of the selections will probably get you sorted out. One is "search," the other is "go to @username." The optionfsfrom there are pretty straight-forward.
