After hitting the edit button I have the option to change the order of podcasts in my list by dragging. Nothing is dimmed. Downcast also is free and works great. For some reason I went back to the native app because it seemed more streamlined. I just compared the two and I don't really see one having any advantage over the other, other than Downcast has more setting options. Also, I believe that when doing a search, the search feature is more comprehensive using Downcast. It turned up a podcast I knew was available that didn't show when searching in Podcast. Another option is using Tune In Radio to access some of your favorite podcasts. Some actually have radio station like running streams that play the original podcast content, only in an order you cannot change or influence in any way. One such podcast I love has over 5 years of archives which you can hear in this way.
