I tried this just now on my laptop running Windows 10 Professional 64 Bit and after I upgraded iTunes to 12.3.2 (same as yours) and I can confirm the same behavior. iTunes crashes as soon as you get to the Genre combo box and try to change something. Editing song title, artist and album however seems to be no problem.
