Mitch, I have had this problem. Even though I would go to the notification center and all was well, I just wasn't getting them. Try this. Open each individual app that you wish to receive notifications from. It's possible that voice over will say, this app would like to send you push notifications. Then double tap on allow. Try that and let me know if it works.
