Just Open the folder as usual, then do a double-tap and hold on one of the apps in the folder. You'll enter editing mode. Find the folder name, and double-tap it. A keyboard will appear, which will let you edit the name. The command you were trying to use is the one that lets you put a label only for VoiceOver users on unlabeled buttons or images in apps.
